EA Team is led by Paul J. Vagnetti and is composed in house by two additional structural engineers (Xavier Cales PE, MSCE, and Andres Ocampo MSCE, Ph.D.), two architects (David J. Vagnetti and David Lugo), one Civil Engineer (David J. Vagnetti Perez, PE), two draftsmen (Jose Perez) and Carlos Lugo and one administrator (Paola Cristal Vilches).
Paul J. Vagnetti MSCE, PE (PR-20874, FL-81473)
Structural Engineer
Eng. Paul J. Vagnetti has over 18 years of experience in the construction industry. His background includes mostly structural engineering design and project inspection for the private and public sectors in Puerto Rico. In 2016 as president of EA, Paul J. Vagnetti was licensed as a Certified Engineer in Florida and started to provide engineering services in the State. After Hurricane Irma and Maria in September 2017, Paul J. Vagnetti began serving in the Virgin Islands as a consultant for private clients on loss claims with insurance companies. Then in mid-2018, he served as the lead engineer in the rebuilding of the Virgin Islands' main grocery store, Cost U Less, in St. Thomas, St. Croix, and St. Maarten. He also served as lead engineer on the improvements to the Rite-Way, the main grocery market in BVI.
From 2002 to early 2004, Eng. Vagnetti worked for Engineering Management Group serving as an inspector engineer for the Tren-Urbano Project. The project includes quality control inspection, including rails distress, concrete pour for rails beams, rails alignment, and rail welding.
From 2004 to 2011 worked for Green Engineering Group PSC. Eng. Vagnetti responsibilities included analyzing the planning and solving structural engineering problems for all kinds of projects. Also, Vagnetti provided structural inspection for marine ports owned by the Puerto Rico Ports Authority.
In 2011, Eng. Vagnetti established Engineering Advantage, PSC (EA) serving the private sector including architects, contractors, and developers to help them reach their goals, providing them structural consultancy making sure the final project objective be handled in compliance with local and federal laws and construction codes. Later in 2012, he served as a Professor at the Pontifical Catholic University of Puerto Rico. He taught Engineering Mechanics for architects.
In 2018 Eng. Vagnetti has been involved in the restoration of more than 400,000 ft2 of commercial buildings in St. Thomas, St. Croix, St. Maarten, and Tortola that were devastated by hurricane Irma and Maria.

Arch. David J. Vagnetti has over 40 years in the professional practice within the architectural and engineering services for commercial shopping centers, high-rise apartment buildings, walk-ups apartment buildings, office buildings, institutional buildings, residential developments, industrial buildings, and recreational facilities.

Hydrology Engineer
Eng. David J. Vagnetti has over 20 years of experience in the construction and design industry. At age 16, David was a cad technician and a surveyor assistant. He engaged in a civil engineering career at the University of Miami that culminated with a master’s degree study in Water Resources at the Polytechnic University of Puerto Rico.
During 2003 David became a PE, he designed the first track & field facility certified by the IAAF in the Caribbean.
From 2004 to 2006 he exclusively acted as a site improvement designer for multiple residential developments and commercial facilities.
During 2008 David became a hydrologist and water resources engineer. Preparing H&H studies and reviewing those of others. From ponds and bioswales to bridge hydraulics and floodplain encroachments.
During 2011 he designed all FEMA’s VE ZONE compliant components for a $30,000,000 shorefront aquarium; from breakaway walls to rip-raps protection against wave action and refraction modeled on NOAA’s CHAMP model and the corresponding H&H study.
From 2013 to the present, Eng David J Vagnetti has been working for Engineered Advantage as a site improvement designer, construction inspector, construction manager, and water resources engineer.
Xavier A. Cales PE, MSCE (PR-21859)
Structural Engineer
Eng. Xavier A. Cales has over 16 years of experience in Construction Management, Project Inspection and Structural Engineering in Puerto Rico and California.
From 2003 to 2006, he worked for the General Contractor firm Omega Engineering, SE in projects: “Coliseo de Puerto Rico José Miguel Agrelot” and “Plaza de Diego”, Luxury apartment building. Eng. Cales managed day-to-day project operations, coordination, supervision, and negotiation with sub-contractors, certifications for payments and change orders, permit procurement, quality control, and construction schedule.
In 2007 Eng. Cales obtained his Master's Degree in Structural Engineering from the University University of Southern California (USC).
From 2008 to 2009 worked as Project Engineer for the General Contractor firm Charles Pankow Builders, Ltd. In the construction of:
From 2010 to 2015, Eng. Cales worked for the Engineering and Management firm PG Engineering Solutions, PSC as Project Manager in “Vivienda Modernization Holdings 1, SE” Puerto Rico Housing Administration Modernization Program, 33 Residential Housing Projects, and the “Port of the Americas” in Ponce.
In 2016 Eng. Cales join EA as a structural consultant and project manager. He provides project inspection, monitoring the overall progress of the work from beginning to end.
Andres Ocampo MSCE, PhD
Structural Engineer
Andres Ocampo has over 11 years of experience in the construction industry. His background includes mostly structural engineering. His professional career begins in Cali, Colombia in 2009 as a structural consultant for Ceding S.A.S. designing bridges in steel and concrete. In 2015, Andres starts his Ph.D. in Civil/Structural Engineer at the University of Puerto Rico, Mayaguez Campus. During his Ph.D. he got involved in as a research assistant and as a teacher assistant. In 2019, Andres joins EA PSC as a structural engineer consultant, and at the beginning of 2020, he also teaches structural courses in the Architecture Department of the Polytechnic University of PR.
David Lugo, AIT
Architect
David Lugo has over 15 years of experience in architectural drafting, measured drawings, record drawings, as-built drawings, architectural design, and in the preparation of detailed construction documents. Mr. Lugo started working with EA in 2017 as an architect in training (AIT) after graduating from a bachelor's degree in Architecture with a minor degree in Sustainability. Mr. Lugo manages the As-built department using high tech equipment such as laser and drones video. Mr. Lugo is also in charge of the construction documents for the projects, including construction drawings, technical specifications, and AIA contracts.
José Pérez
Draftsman
José Perez is a draftsman with more than 25 years of experience in structural detailing including structural steel, cast in place concrete, precast concrete, and wood. Mr. Pérez has been working with Eng. Vagnetti for the past 14 years and he joined EA permanently in 2015.
